After the National Security Strategy, Germany also developed its Military Strategy – the first since World War II. Consequently, there were very few cultural prerequisites and experiences to draw from. A long period of peace, along with its dividends, led to shifts in the understanding of what the military fundamentally represents. Few aspects made this as evident and tangible as the development process of the Military Strategy, which was originally intended to be published at the Munich Security Conference 2025.
The responsibility for this historically significant document lay with the MEO II 2 department, whose head began his career as a paratrooper and progressed through all military ranks—ultimately wielding the pen as a weapon of the General Staff officer to shape the key strategic lines. We will reflect on these experiences and their civilian counterparts during a joint evening, drawing concrete conclusions for the strategic and military culture of Germany and Europe.
